As with other sectors, research in fisheries is closely linked to policy processes. Involvement of the public sector in research in fisheries has been justified in a no of ways: the shared resources and diverse and competing interests; the existence of social objectives which cannot be met by the market; the cost-effectiveness of centralized research institutes; the time and risk elements of return on research investment; and the lack of opportunity for private sector property rights in the results of research.
Formal fisheries research has evolved over centuries. Its initial focus was on the identification of different species and their arrangement into systematic taxonomies. Later emphasis was on the ecology of the target species, their biomass and distribution, their behavior, and the environment in which they lived. This was combined with research into new techniques for expanding production from the waters.
