A patent is in fact a limited liability where the patent holder is granted exclusive right to make, use, and sell a patent for a limited period of time. The five main requirements for designing a patent are: (1) the issue of patentability, (2) work, (3) recognition, (4) impartiality, and (5) empowerment. The Patent Law Treaty (PLT) aims to legalize national patent worldwide. It is designed to submit and comply with the systematic requirements set by the National or District Patent Offices for national or regional applications and for the maintenance of additional rights and requirements related to patents or patents, for example, the communication, representation or recording of changes in copyright and patent use. Based on the impact assessment, the implementation of PLT is considered to have a positive impact on users, especially with regard to simplifying processes. The journal impact feature provides a comprehensive assessment tool for measuring, evaluating, sorting and comparing journals of the same type. It shows the average number of references in recent articles published in the journal of science and social science for a particular year or period, and is often used as a collateral for the equal importance of journals in its field. It is first introduced by Eugene Garfield, founder of the Institute for Science Information. The journal's impact is evaluated by dividing the number of current year estimates and source material published in that journal over the last two years.
