Biography
Koh Kheng-Lian is Emeritus Professor of the Faculty of Law, National University of Singapore. She was formerly Director of the Asia-Pacific Centre for Environmental Law (APCEL), now its Honorary Director, and Chair of the APCEL Specialist Group on Climate Change Adaptation. She was the IUCN ? CEL (Commission on Environmental Law) Regional Vice-Chair for South and East Asia (1996 - 2004). Currently, she serves as a member of the IUCN Asia Regional Committee, representing Singapore. She is a member of the International Council of Environmental law, Bonn. She was a consultant and resource person of the ADB/APCEL/IUCN/UNEP project. She was the Asian Development Bank consultant for the project, Enhancing Effective Regulation of Water Infrastructure in Singapore (2010). She is author, editor and compiler of over 200 publications including conference papers on a wide range of topoics in environmental law, crimial law, contract and commercial law. She is the 2012 Laureate, Elizabeth Haub Prize in Environmental Law conferred by the University of Stockholm and the International Council of Environmental Law. She is one of the awardees of the Singapore Women?s Hall of Fame (SWHF) for being ?Pioneer in the development of environmental law in the Region?. She holds a Ph.D. LL.M. (Singapore), Diplôme de Hautes Ãtudes Internationales (University of Geneva), LL.B. Hons (University of Malaya in Singapore); Advocate & Solicitor (Singapore). She served as a legal officer in the secretariat of the United Nations Commission on International Trade Law (UNCITRAL) in Vienna, 1980 - 1986.
