Dr. Xiulan Zhang

Biography

Professor Xiulan Zhang obtained her Ph.D degree in social welfare from the University of California at Berkeley. She is the Executive Director of China Institute of Health, Beijing Normal University, and a member of the Expert Commission of the State Council National Healthcare Reform Office. Her expertise includes health policy, health economics, and social determinants of health. She has obtained research funding from the Ministry of Education, Ministry of Health, the Bill & Melinda Gates Foundation, the Ford Foundation, the European Union, World Bank, World Health Organization, United Nations Children's Fund (UNICEF), Save the Children UK, etc. Her research areas cover rural health system development, healthcare reform, mental health, medical financial system, HIV/AIDS, policies on essential drugs, human resources for rural health, long-term care, cost of illness, and behavioral health. She has written/edited 15 books, published 21 book chapters, 116 peer reviewed journal articles, and another 25 working papers and policy communication writings. In addition, she has widely consulted to Chinese governments and international agencies such as WHO, World Bank, UNDP, etc. and drafted 48 reports. She has delivered 58 speeches as keynote or invited speakers in China and globally. In her position of the national healthcare reform expert commission, she has involved with the design of China healthcare reform plan, participated in the legislation work in China Mental Health Law, provided key input in reforming the essential drug policies, as well as rural health care financing system.
